The ratio of men to women in the national councils of Montenegro

As per Montenegro’s 2013 Law on Minority Rights and Freedoms, the equality of its national minorities (defined by their national, ethnic, cultural, linguistic, and religious identity) is guaranteed. The National Councils are elected bodies which represent minority national groups in the country, and are chosen by members of their community. They work with the Ministry of Human and Minority Rights, advise state and local organs, and generally play a large role in matters relating to minorities,  aided by the newly established Fund for Protecting Minority Rights.

Croatian National Council [1]

President: Zvonimir Deković
Exectuive board: Ljerka Sindik, Marija Vučinović, Vlado Marvučić and Mirko Vičević.
Vice-presidents: Ljerka Sindik and Vlado Marvučić
Members: Ljerka Dragičević, Marija Vučinović, Janović Ilija, Sindik Ljerka, Deković Zvonimir, Janjić Filip, Vuksanović Adrijan, Gržetić Josip, Lazarević Ružica, Čaveliš Marin, Marvučić Vladimir, Milošević Dijana, Perčin Anton, Pilastro-Kovačić Milena, Velić Zrinka, Žarković Jurica, Vičević Mirko.

There are two women in the executive board, one being vice-president. The council has 17 members in total, of which 7 are women.

Albanian National Council[2]

Out of 32 council members, only one is a woman. New elections for the Albanian council, planned for 2013, have not yet taken place.

Bosniak National Council[3]

Members:  Muamer Kujević, Munib Ličina, Šukrija Cikotić, Edita Šahman, Kenana Strujić, Mirsad Džudžević, Damir Gutić, Alisa Džogović, Osman Nurković, Hazbija Kalač, Safet Drljan, Zahit Ličina, Muradif Grbović,  Ejup Nurković, Admir Adrović, Almir Muratović,  Rešad Sijarić, Rafet Husović, Almer Kalač, Suljo Mustafić, Kemal Zoronjič, Rifat Rastoder, Džavid Šabović Izet Bralić, Damir Šehović, Šefkija Murić ,Rešid Adrović, Husnija Šabović, Azra Jasavić, Orhan Šahmanović, Samir Agović, Safet Feleć, Said Čekić, Avdo Gorčević.

 The Bosniak national council has 34 members in total, of which 4 are women. The previous president, Šerbo Rastoder, resigned from his post, as did the vice-presidents and executives. New elections are expected soon.

Members: Sabrija Vulić, Fahrudin Dervišević, Semir Smaković, Bajram Bikić, Mevludin Nuhodžić, Suad Numanović, Avdul Kurpejović, Suada Begović, Mustafa Kalamperović, Kadrija Kurpejović, Sulejman Šabović, Mediha Kolić, Salih Dobardžić, Mustafa Baktašević, Saida Čikić, Mahmut Omerhodžić, Murat Međedović, Muzafera Koljenović, Osman Grgurević, Farisa Kadrović, Adaleta Bibezić, Sabro Pepić, Sadija Lavrović, Mithada Hodžić, Lutvo Zaimović.

There are two women on the council’s executive board. Out of 25 members, 8 are women.

Roma National Council of Montenegro[5]

President: Isen Gaši
Vice-president: Anita Beriša, Muhamed Uković.
Secretary: Ana Popović
Executive Board: Anita Beriša, Muhamed Uković, Sokolj Beganaj, Baškim Beriša, Senad Sejdović, Samir Jaha i Mensur Šaljaj.
Members: Adžović Sead, Bajra Gzim, Beriša Anita, Beriša Baškim, Beganaj Sokolj, Beriša Sefadin, Bonešta Sinan, Čobić Senad, Gaši Isen, Jaha Samir, Kurti Ismet, Musa Fahri, Popović Ana, Sejdović Senad, Selimović Ismet, Uković Muhamed, Šaljaj Mensur.

Women are found in the positions of council secretary and vice-president, while there is one woman in the executive council. Out of 17 members, only 2 are women.
